Lance Armstrong wants to return to elite racing in January’s Tour Down Under in Australia even though he is not eligible to return until Feb. 1, 2009. The race runs Jan. 20-25. Armstrong said he hoped authorities would grant him an exemption. The International Cycling Union (U.C.I.) requires riders coming out of retirement to be in the sport’s antidoping program for six months before racing.
